SECTION 2. Strategic Plan Process

Approach

Since 2019, the City of Kent has been a proud member of the Government Alliance on Race & Equity (GARE) network which works to achieve racial equity and advance opportunities for all. According to GARE, the ultimate goal of a jurisdiction’s racial equity work should be “to eliminate racial inequities and improve outcomes for all racial groups.” GARE points out that to achieve these aspirations and arrive at different outcomes this requires a transformation of government. Therefore, GARE recommends the following ingredients to guide this:

Involvement and support of high level leadership;
Committed action teams to guide the work;
Supportive community leaders particularly those that represent the community; and
Effective structures and practices for planning, accountability, implementation and engagement

In 2021, Kent has adopted GARE's theory of change as a guide to race and equity advancements.

GARE’s Theory of Change:

Normalize – A shared understanding, knowledge, and terminology around racial equity within the organization and among the community.

Organize – A sustainable and supported structure to advance racial equity to include personnel and resources that become defined and integral component of the organization and the system.

Operationalize – Racial equity is a matter of principal in developing and considering the impact policies, plans, and decisions have on all residents and employees.

Strategic Plan Areas of Focus and Goals

After conducting public engagement in the Summer of 2021, data was collected where five preliminary areas of focus stood out. These areas of focus were taken back to the community to be vetted for during three community vetting sessions and later taken to the CORE team for additional review. In December 2021, these areas of focus and goals were finalized.

1. Communications - The City of Kent is committed to building an inclusive and well-informed community, by working to improve communication about city services in a manner that is culturally relevant and equitable.

2. In-Language Resources - The City of Kent is committed to providing culturally relevant services and information in multiple languages.

3. Equitable Representation - The City of Kent recruits and retains talented workforce that is increasingly reflective of the community we serve, across all positions, from frontline staff, advisory boards and commissions, to executive leadership.

4. Training - The City of Kent will provide anti-racist and culturally relevant training, along with other topics that foster constructive communication and cross-cultural understanding for city representatives and the broader community.

5. Community Engagement - The City of Kent engages in relationship building through ongoing dialogue, outreach and inclusion, centering racial equity in our approach.

In January 2022, the race and equity team recruited eight community stakeholders who represent the City of Kent's diverse community. These stakeholders will help co-create action items for each area of focus and plan goals.
