Transportation Planning Documents

The City implements and regularly updates a range of transportation plans in order to meet the transportation needs of our growing residential and business community.  Through these planning efforts, individual, short-term decisions support strategic, long-term objectives.

Short Range Planning

2025-2030 Six-Year Transportation Improvement Program (TIP)

The Six-Year TIP, updated annually, is a short-range planning document containing a list of transportation projects on which work may begin in the next six years. Required by state law, it is a draft work plan for developing the local transportation network.

Local Road Safety Plan

 Kent Local Road Safety Plan

The City of Kent’s Local Road Safety Plan (LRSP) is a data-driven analysis of crash patterns on Kent roadways. The LRSP recommends cost-effective solutions for projects in alignment with the principles of the 2021 Kent Transportation Master Plan, the Target Zero: Washington State Strategic Highway Safety Plan from the Washington Traffic Safety Commission, and the Systemic Safety Project Selection Tool from the Federal Highway Administration (FHWA).  The LRSP is updated every two years and is required by the Washington State Department of Transportation (WSDOT) to be eligible for certain grant programs, and is an important part of understanding and expanding safe transportation across the City.

The Transportation Master Plan or TMP was adopted by the City Council on Tuesday, March 2, 2021. Extensive community outreach, technical analyses, project development, and City Council input shaped the TMP into what you see today. The TMP includes a prioritized project list, which will provide a safer and more connected multimodal system over the next 20 years.

Transportation Impact Fees

State law requires that cities plan for projected growth and have the infrastructure in place to support it within six years.  Transportation impact fees are paid by developers and expanding businesses to help cover the cost of road improvements that increase traffic capacity.  Money from the fees is tied directly to the size and type of the development and the anticipated increase in traffic associated with the project.

Transportation Impact Fee Rate Study

This report summarizes the policy and technical development of a Transportation Impact Fee program for the City of Kent. The report describes impact fee program methodology and the resulting recommendations.

Transportation Impact Fee Ordinance

These ordinances describe the methodology for calculating the fee schedule.

Ordinance 4394

Ordinance No. 4394 amends the Capital Facilities Element of the Kent Comprehensive Plan to incorporate an updated Transportation Project List, and amends the Kent Comprehensive Plan to replace the content of the Transportation Element with the updated Transportation Master Plan.

Ordinance 4397

Ordinance No. 4397 amends Chapter 12.14 of the Kent City Code, entitled “Transportation Impact Fees” to incorporate a new rate study for transportation impact fees and update other subsections accordingly.

Ordinance 4403

Ordinance No. 4403 amends Chapter 12.14 of the Kent City Code, entitled “Transportation Impact Fees.”  This Ordinance updates the Transportation Impact Fee Ordinance to fix a clerical error in Section 12.14.050. that indicated the rate shall be sixty-five (65) percent of the maximum amount. The correct percent of the maximum amount should have been fifty-five (55) percent.

Resolution 2022

Resolution 2022 was adopted by the Kent City Council and adopting and amends fees for 2021 and sets the date for repeal of Resolution No. 2009 which previously determined these fees. The City of Kent Administration Fees to the Transportation Impact Fees are included in this resolution.

Historic Planning Documents

NonMotorizedStudy Non-motorized Transportation Study (NMTS) the NMTS provides a comprehensive strategy to enhance the urban area pedestrian and bicycle system. This effort was initiated by the City as part of a multi-modal Transportation Master Plan effort.

TransitStudy Transit Study  The Kent Transit Study recommends service improvements that provide local circulation in the City of Kent and that connect Kent residents to other regional communities. This effort was initiated by the City as part of a multi-modal Transportation Master Plan effort.

Commute Trip Reduction (CTR) Plan
 
The CTR Plan is a collection of Transportation Demand Management goals, policies, and marketing strategies for how the City will work to reduce drive alone trips and vehicle miles traveled. 

TransportationElementTransportation Element (TE) of the Comprehensive Plan The TE works in concert with the Transportation Master Plan to provide direction for the planning of motorized and non-motorized facilities within Kent, identify level of service standards, and identify future improvement needs and a multi-year financing plan based on those needs.
