Isabel Hogan, born in Osborn, Kansas, was married to Dr. James D. Hogan and had six children with him before his death in 1967. A Kent resident since 1950, "Mother Mayor" as she was known, was elected Mayor of Kent in 1969 and served as mayor from 1970 until 1986. She was always a proponent of projects - particularly in the area of parks, recreation and the arts - that would make Kent a more beautiful place to live. Mayor Hogan endorsed the Mill Creek Earthworks project from its inception. When asked recently about her work as Mayor of Kent, she said the Mill Creek Earthworks was one of the top two accomplishments of which she was most proud.
