Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk's office through August 21, 2014 up to 10:00 a.m. as shown on the clock on the east wall of the City Clerk's Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this "Invitation to Bid." Bids must be delivered and received at the City Clerk's office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 11:00 a.m. 


In order to prepare for fall underplanting under the existing tree canopy and to prepare the project site for salmon enhancement construction in 2015-2016, this contract will eradicate (spray-out) grasses, invasive species and undesirable vegetation from an 8-acre area and then prepare the soil for planting (disc / rototill except under existing tree canopy) and hydroseed the site with an erosion control seed mix in September or March 1 – May 15. Care will be taken not to disturb existing native trees and marked shrubs as well as neighboring property.  Project includes removal of Himalayan blackberry on slopes and riverbanks in an environmentally sensitive area. Temporary erosion and sedimentation control measures must be in place prior to beginning of clearing. This work also includes stockpiling arborist mulch (wood chips) for planting crews to spread under existing tree canopy in late Fall after planting not in contract. 


Contractor will be responsible for successful establishment of erosion control seed mix and weeding, monthly mowing during the growing season (March 1 – October 31) and other maintenance as necessary for one-year after acceptance of “lawn” by the project Ecologist.  


Application of chemical pesticides shall be only by licensed applicators in accordance with the label recommendations, the Washington State Department of Ecology, Kent Critical Areas Ordinance (11-06) and Washington State Department of Agriculture laws and regulations. 


The Ecologist’s estimated range for this project is approximately $125,000 - $135,000.  For technical questions, please call Matt Knox at (253) 856-5551.

Bids must be clearly marked "Bid" with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Bid documents can be downloaded online at no charge, or copies of the Kent Special Provisions may be purchased at a non-refundable cost of $25.00 for each set.  Copies of the WSDOT Standard Specifications are available for perusal only.

A cashier's check, postal money order or surety bond in the amount of 5% of the bid is required.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President's Executive Order No. 11246.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
